Appeal Filed by Referee Hussein Hasaballah Against Disciplinary Committee Decision Rejected

Suspension of Al-Falah Club’s Registration Officer and Referral to the Disciplinary Committee

Immediate Suspension of the Sudan Football Association’s Registration Director, Essam Shaaban, and Staff Member Maysaa Al-Sir; Referral of Their Files to the General Secretariat for Investigation

Formal Admonition Issued to the Secretary-General, as well as the Chairman and Members of the Players' Status and Transfers Committee, Urging Them to Fulfill Their Responsibilities and Regulatory Duties

The Appeals Committee of the Sudan Football Association—chaired by Maulana Dr. Mohamed Osman Absher (Vice-Chairman), and comprising members Dr. Yasser Abdul-Jabbar Al-Naqar, Maulana Mohamed Hamad Al-Bashir, and Counselor Al-Zein Al-Dakhiri (Committee Rapporteur)—convened two significant meetings on May 30 and June 2, 2026. During these sessions, the Committee reviewed a number of appeals submitted to it and issued the following decisions:
First: The Committee reviewed the appeal submitted by Referee Hussein Hasaballah challenging a decision issued against him by the Disciplinary Committee. After reviewing all submitted documents and attached recordings, and hearing the arguments presented by the appellant, the Committee decided to uphold the Disciplinary Committee’s decision and reject the appeal.
Second: The Committee reviewed the appeal submitted by Al-Falah Atbara Club challenging a decision by the Competitions Committee regarding the exclusion of several of the club’s players. This exclusion stemmed from a violation of a FIFA ruling that had imposed a three-transfer-window registration ban on the club.
Following a series of hearings, official correspondence, and the examination of statements provided by registration system officials at the Sudan Football Association—as well as by the chairmen and members of both the previous and current Players' Status and Transfers Committees—in addition to statements received from FIFA...

Following deliberations spanning more than four meetings, the Committee concluded that a number of violations, shortcomings, and acts of negligence had been committed by Al-Falah Club, certain administrative officials, members of the Players' Status and Transfers Committee, and the Secretary-General of the Sudanese Association for Football. Accordingly, the Committee decided the following: To suspend the administrative official at Al-Falah Club and refer him to appear before the Disciplinary Committee for appropriate action. To immediately suspend Mr. Essam Shaaban, Director of Administration at the Sudanese Association for Football, and refer his file to the General Secretariat for investigation. To immediately suspend employee Maysaa Al-Sir and refer her file to the General Secretariat for an urgent investigation. To issue a formal reprimand to the Chairman and members of the Players' Status and Transfers Committee, emphasizing the necessity of fulfilling the duties and responsibilities stipulated in the Players' Status and Transfers Regulations. To issue a formal reprimand to the Secretary-General of the Sudanese Association for Football, emphasizing the necessity of directly overseeing the work of administrative officials in accordance with the provisions of the Players' Status and Transfers Regulations. Third: The Committee reviewed the appeal submitted by Al-Jazeera Al-Damer Club against the decision issued by the Players' Status and Transfers Committee regarding the player Al-Yasaa Al-Tahir Al-Siddiq. After reviewing the case file and relevant correspondence, the Committee decided to postpone consideration of the appeal pending the submission of the documents requested from the Al-Damer Local Football Association.
